UNIFORM CONSTRUCTION CODE
In order to protect the health, safety and welfare of the citizens of Bear Creek Village and as required by the Commonwealth of Pennsylvania, Borough Council adopted the Uniform Construction Code (UCC) on June 21, 2004 as the standard which governs the construction, alteration, repair, or demolition of every building or structure in the Borough. Municipalities are required to either administer the UCC using municipal employees or certified third party agencies, or the administration will be done by the state. It is more convenient for the citizens for the UCC to be administered locally and over 90% of Pennsylvania's 2,562 municipalities have elected to do so. The Borough of Bear Creek Village has retained the services of a third-party consultant to administer and enforce UCC requirements. The current third-party consultant is BHW Construction Consultation Services (BHW). BHW services include:
Reviewing construction plans and issuing building permits for projects that are subject to UCC requirements;
inspecting work in progress to assure compliance with UCC requirements
Issuing a 'Certificate of Occupancy' for work that passes all inspections.

Most construction, repair, or demolition projects require a UCC Permit. Common projects requiring a UCC Building Permit in Bear Creek Village:
Building a New Porch or Deck
Adding a Driveway
Building a New House
Adding an Addition to an Existing House
Building a Pool
Building a Detached Garage
Replacing a Roof

Submit the Building Permit Application, along with all required documentation and fees, to BHW Construction Consultation Services (BHW) prior to starting construction. Contact BHW with any questions about the Uniform Construction Code, Building Permits or on-site Code Inspections. NOTES:
The first step in any project subject to zoning regulations is to obtain a Zoning Permit. Please click on the Zoning Requirements link found below the Borough Services and Requirements menu above for more information. When required, the Zoning Permit must be obtained prior to requesting a building permit and starting construction.
A UCC Building Permit only confirms that the proposed project is in compliance with the Uniform Construction Code. Additional permits may be required to assure a project complies with all Borough Ordinances.
Permit fees are calculated by BHW and will vary depending on the scope of the project. See page 3-7 on the Building Permit Application to estimate the amount that will be charged.
If you know at the time you submit a zoning permit application that it will be denied because the request does not comply with Ordinance requirements, you may file a Zoning Hearing Board Application for a variance at the same time that you file the application for a zoning permit.
